The Double Strum is a pick-strum technique that enhances the musical weight of the strummed chord by adding a distinct picking before the strum. Although the two phenomenon seem to occur separately from each other, they are thought together (as the title implies). This is also one of the few occasions a rest-stroke (T) is used.
